Go above that and it becomes a raised platform, which is where consent comes into it. If yours will be higher, check with Newport City Council before committing to a design.
Height is not only a planning question either. A raised deck looking straight into a neighbouring garden is the most common cause of a fallout over an otherwise good job, and it is far easier to solve at the drawing stage — stepping the levels, pulling the platform away from the boundary, or screening the side that overlooks.
